A P R O C LA M A TIO N
W HEREAS an unusual lack of rain in the States of New York, Vermont, Mas sachusetts, and New Hampshire, and to a less extent In other States, has caused an acute shortage of forage for livestock;
and WHEREAS section 318 of the T a riff Act of 1930 46 Stat. 590, 696 provides, in part, as follows:

thorize the Secretary of th e Treasury to extend d urin g the continuance of such em er gency the time herein prescribed for the performance of any act, and m ay authorize the Secretary o f the Treasury to permit, u n
der such regulations as the Secretary of the Treasury m ay prescribe, the im portation free of duty o f food, clothing, and medical, surgi cal, and other supplies fo r use in emergency relief work.:
NOW, THEREFORE, I, F R A N K L IN D.
ROOSEVELT, President of the United States of America, under and by virtue of the authority vested in me by the above-quoted statutory provisions, do hereby declare an emergency to exist, and do hereby authorize the Secretary o f the Treasury to permit until June 30, 1942
unless before that date it has been de termined by the President and declared by his Proclamation that the emergency has term inated, under such regulations and subject to such conditions as he may deem necessary, the importation of such forage for livestock as the Secretary of the Treasury may designate, upon recom mendation o f the Secretary o f Agricul ture, free o f duty when imported by or directly for the account of any owner of livestock in any drought-affected area designated by the Secretary o f Agricul ture, or by or directly fo r the account of any relief organization, not operated for profit, fo r distribution among distressed
owners of livestock in any such droughtaffected area, or by or directly for the account of any dealer in forage for sale or distribution among distressed owners of livestock in any such drought-affected area.
