WHEREAS section 4228 o f the Revised Statutes of the United States, as amended by the act of July 24,1897, c. 13, 30 Stat.
214 U.S.C., title 46, sec. 141, provides, In part, as follows:
Upon satisfactory proof being given to the President, by the government of any foreign nation, that no discriminating duties of ton nage or imposts are imposed or levied in the ports of such nation upon vessels wholly be longing to citizens of the United States, or upon the produce, manufactures, or merchan dise imported in the same from the United States or from any foreign country, the Pres ident may issue his proclamation, declaring that the foreign discriminating duties of ton nage and impost within the United States are suspended and discontinued, so far as respects the vessels of such foreign nation, and the produce, manufactures, or merchandise im ported into the United States from such for eign nation, or from any other foreign coun try; the suspension to take effect from the time of such notification being given to the President, and to continue so long as the re ciprocal exemption of vessels, belonging to citizens of the United States, and their car goes, shall be continued, and no longer . . .

AND W HEREAS satisfactory proof was received by me from the Govern ment of Burma on June 10,1941, that no discriminating duties of tonnage or im
posts are imposed or levied in the ports of Burma upon vessels wholly belonging to citizens of the United States, or upon the produce, manufactures, or merchan dise imported in such vessels, from the United States, or from any foreign country:
NOW, THEREFORE, I, Franklin D.
Roosevelt, President of the United States of America, under and by virtue of the authority vested in me by the abovequoted statutory provisions, do hereby declare and proclaim that the foreign discriminating duties of tonnage a,nd im
posts within the United States are suspended and discontinued so fa r as re spects the vessels o f Burma and the prod uce, manufactures, or merchandise im
ported in said vessels into the United
States from Burma or from any other foreign country; the suspension to take effect from June 10, 1941, and to con tinue so long as the reciprocal exemption of vessels belonging to citizens of the United States and their cargoes shall be continued, and no longer.

6 of the act of A C T T o expedite the national de 2, 1940, provides
S ec . 6. Whenever the President determines that it is necessary in the interest of national defense to prohibit or curtail the exporta tion of any military equipment or munitions, or component parts thereof, or machinery, tools, or materials, or supplies necessary for the manufacture, servicing, or operation thereof, he may by proclamation prohibit or curtail such exportations, except under such rules and regulations as he shall pre scribe. Any such proclamation shall de scribe the articles or materials included in the prohibition or curtailment contained therein. In case of the violation of any provision of any proclamation, or of any rule or regulation, issued thereunder, such violator or violators, upon conviction, shall be punished by a fine of not more than $10,000, or by imprisonment for not more than two years, or by both such fine and im -
