The rules and regulations issued on M ay 5, 1937/ pursuant to Section 3 o f the join t resolution of Congress approved May 1, 1937, Public Resolution No. 27 75th CongressFirst Session amending the joint resolution approved August 31, 1935, as amended, are hereby amended as follow s:
In view o f the purposes and special status of The Am eri can National Red Cross as set forth in the A ct o f Congress approved January 5, 1905, entitled An Act to incorporate the American National Red Cross 33 Stat. 599, and par ticularly in view o f the fact that it is required by law to sub mit to the Secretary o f W ar fo r audit a full, complete, and itemized report o f receipts and expenditures of whatever kind , so that the submission to the Secretary o f State of reports o f funds received and expended would constitute an unnecessary duplication, H ie American National Red Cross Is not required to conform to the provisions o f the regula tions issued M ay 5, 1937, with respect to soliciting and re ceiving contributions fo r use in Spain.

F lorence-C asa G rande I rrigation P roject ORDER FIXING MAINTENANCE AND OPERATION CHARGES; CALENDAR
YEAR 1937

A pril 30, 1937.
In compliance with the provisions o f the A ct o f M ay 18, 1916 39 Stat., 123-130 and acts supplementary thereto and the agreement with the landowners commonly called the Florence-Casa Grande Landowners Agreement, between the United States and the landowners in the Florence-Casa Grande Irrigation Project, the maintenance and operation charges assessable against the privately owned lands of the Florence-Casa Grande Irrigation Project which are not In cluded within the San Carlos Project, are hereby fixed at $1-25 per acre fo r the calendar year 1937.
The charge of $1.25 per acre fo r each assessable acre of privately owned land shall be paid on or before M ay 15, 1937, and shall entitle each acre o f such land to receive the quantity of water to which it is entitled in accordance w ith law, under the terms of the said Florence-Casa Grande Landowners Agreement.

The San Carlos Irrigation and Drainage District which is operating the canals serving lands of the San Carlos Project which are in private and public ownership shall be allowed a credit o f 65 cents per acre on account of all the aforesaid lands served by the District.
