Assessment of the potential use of the underground water Use of surface water in important areas for the human and productive development and such other water related to the care, use and conservation of the water sources hereinafter called the FIELD and therefore are interested to increase their relations, to exchange of information, technical knowledge, etc, and to promote the contacts between both parties;
NOW, THEREFORE, based on the aboye mentioned, the Parties agree as follows:
FIRST: To encourage contacts in the institutional, technical, technological and scientific levels in the FIELD. To accomplish this, the Parties will periodically define the operational milestones of the program to be developed and the cooperation forms that will be implemented to carry out the agreed program.SECOND: To carry out studies, projects, supervision and project management, implementation of specific projects including the taking, carrying and distribution of water for irrigation in the places that the RIO NEGRO will judge as strategic.THIRD: To promote the exchange of information about the activities that the Parties develop in the FIELD as well as of professionals and technicians, in order to analyze the different subjects connected to the water sources.FOURTH: To jointly promote the materialization of technical courses, seminars, workshops, projects, programs and publications, all related to subjects of common interest.FIFTH: Before the materialization of the different activities to be generated under this Agreement, the Parties will define the specific forms and the sources of the corresponding funds that need to be allocated for the execution of these activities. SIXTH: To be able to materialize and develop this Agreement of cooperation and collaboration, an Executive Unit will be created. The Unit will have two members:
one representative of MEKOROT and one representative of the RIO NEGRO. This Executive Unit will establish the concrete program for the cooperation and exchange, in conformity with the statutes and possibilities of each party, to be able to promote and monitor the correct materialization and evolution of the agreement.SEVENTH: The present Agreement does not bring in impediment to the Parties in achieving similar agreements, with third parties with similar or complementary goals.EIGHT: The present Agreement can be modified with the approval of the parties, whenever any party requests it.NINETH: The partíal and final results to be obtained, could be published or made public by whichever media by any of the Parties jointly or separately, with the only condition to express clearly that they were developed in the frame of the present Agreement.TENTH: The present Agreement shall entry into force from the date of its signature and will have a duration of 2 two years. It will be extend automatically for a similar period, unless one of the parties notifies the other about the desire to finalize it, with a minimum of 3 three months before the agreements conclusion date.The Parties, sign the present Agreement, in the date and place indicated ut supra in two versions in Spanish and in English. In case of discrepancy the English version will prevail.-

DECRETO Nº 996
Viedma, 28 de agosto de 2007.Visto, el Expediente N 144.648-DGP-2005, los incorporados N 140.765-DGP06, N 140.766-DGP-06, N 140.767-DGP-06 y N 140.768-DGP-06, el incorporado por cuerda floja N 142.747-DGP-06, del Registro del Ministerio de Educación, la Ley N 3.966 y el Decreto Reglamentario N 1.640/05, y;
CONSIDERANDO:
Que por los Expedientes citados se tramita la incorporación a la Planta Permanente de la Administración Pública Provincial del personal temporario ingresado con anterioridad al 30 de Noviembre de 2.003, conforme lo previsto en el Artículo 1 de la Ley N 3.966;
Que asimismo, la citada Ley fija las condiciones que debe reunir el personal temporario con vistas a su ingreso a la Planta Permanente de la Administración Pública Provincial;
Que el Decreto N 1.640/05, reglamenta los recaudos a cumplimentar para tornar operativa la Ley;
Que los agentes que se detallan en el Anexo han aprobado el examen previsto por la Resolución del Ministerio de Educación N 1.878/06 de llamado a proceso de evaluación para determinar la idoneidad de los postulantes, en el marco del Artículo 13 del Anexo II del Decreto Reglamentario N 1.640/05;
Que los mismos reúnen todos los requisitos y condiciones exigidos por la Ley N 3.966;
Que el Artículo 6 de la Ley N 3.966 y Decreto Reglamentario N 1.640/05
determinan que el Ingreso de los Agentes se realizará por la categoría mínima del agrupamiento en el que cumplen efectivamente funciones, tomando en cuenta lo previsto en el Artículo 5 del Decreto de Naturaleza Legislativa N 14/04 Ley N
3.959;
Que las categorías consignadas en el Anexo del presente Decreto, se las entiende equiparadas a los efectos remunerativos a las categorías por aproximación de la Ley Nº 1.844, en los términos y alcances establecidos por el Artículo 5 del Decreto de Naturaleza Legislativa N 14/04 y su reglamentación, Anexo Único al Decreto N 3/05;
Que el presente Decreto se dicta en cumplimiento a lo normado por la Ley N
3.966 y el Artículo 36 del Anexo II del Decreto N 1.640/05;
Que han tomado debida intervención los Organismos de Control, Dirección General de Asuntos Legales del Ministerio de Educación, Secretaría Ejecutiva del Consejo Provincial de la Función Pública y Reconversión del Estado, Subsecretaría de Presupuesto y Fiscalía de Estado a fojas 454 vuelta;
Que el presente Decreto se dicta en uso de las facultades conferidas por el Artículo 181 inciso 3 de la Constitución Provincial;
Por ello:
El Gobernador de la Provincia de Río Negro D E C R E T A:
Artículo 1.- Reubicar a partir de las fechas y en las categorías que en cada caso se indica, al personal que figura en el Anexo que forma parte integrante del presente Decreto.Art. 2.- Incorporar a partir de la fecha del presente Decreto a la Planta Permanente de la Administración Pública Provincial a los agentes que cumplen funciones en Establecimientos Educativos de la Localidad de Cinco Saltos y que figuran en el Anexo que forma parte integrante del presente Decreto, en los Agrupamientos y Categorías que en cada caso se indica de acuerdo a lo normado por la Ley N 3.966 y su Decreto Reglamentario N 1.640/05.Art. 3.- El presente Decreto será refrendado por los Señores Ministros de Educación y de Hacienda, Obras y Servicios Públicos.Art. 4.- Registrar, comunicar, publicar, tomar razón, dar al Boletín Oficial y archivar.
