Davis, Smith, D. Davis, Hagopian, Santiago, Mell, Frost, Kotlarz, Banks, Damato, Cullerton, Laurino, OConnor, Natarus, Oberman, Hansen, McLaughlin, Orbach, Schulter, Volini, Orr, Stone.

Call to Order.
On Tuesday, September 24, 1985 at 10:05 A.M. the hour appointed for the meeting was 9:00 A.M. Honorable Harold Washington, Mayor, called the City Council to order.
Honorable Walter S. Kozubowski, City Clerk, called the roll of members and it was found that there were present at that time: Aldermen Roti, Rush, Tillman, Evans, Bloom, Sawyer, Hutchinson, Huels, Majerczyk, Burke, Brady, Langford, Streeter, Sheahan, Kelley, Sherman, Henry, Marzullo, NarduUi, W. Davis, Smith, D. Davis, Hagopian, Santiago, Mell, Frost, Kotlarz, Banks, Damato, Cullerton, Laurino, OConnor, Natarus, Oberman, Hansen, McLaughlin, Orbach, Schulter, Volini, Orr, Stone 41.
Quorum present.
Aldermen Humes, Madrzyk, Kellam, Stemberk, Krystyniak and Pucinski were absent on city business.
Invocation.
Alderman Jerome M. Orbach, 46th Ward opened the meeting with prayer.
CHICAGOANS URGED TO AID PEOPLE OF MEXICO CITY
THROUGH FINANCIAL DONATIONS.
Honorable Harold Washington, Mayor, on behalf of himself and all the members of the City Council, presented the following proposed resolution:
WHEREAS, Humankind witnessed natures devastation when Mexico City was ravaged by two massive earthquakes recently; and WHEREAS, Thousands of people have lost their lives as a result of the earthquakes destruction; and
