By virti of the authority vested in the Secretary of Agriculture by the act of August 14, 1946 60 Stat. 1062, and 40 Ops. Atty Gen. No. 7, I, Clinton P, Anderson, Secretary of Agriculture, do hereby amend 4.1 and14. of Part 4, Subtitle A, Title 7, Code of Federal Reg ulations, as follows:
1. Section 4.1 is amended to read as follows:
