By virtue of and pursuant to the au thority vested in me by the act of March 26, 1934, 48 Stat. 466 U.S.C., title 5, sec. 118c, the list of basic rates of exchange established by section 4 of Executive Order No. 79721 of September 15, 1938, as amended, prescribing regu lations for the payment of losses sus tained by officers, enlisted men, and employees of the United States in for eign countries on account of the appre ciation of foreign currencies in their relation to the American dollar, is hereby amended, effective January 1, 1941, by the inclusion under the Nether lands possessions of Surinam, at the basic rate of 40.19 cents to the florin.
