BY THE PRESIDENT OF THE UNITED STATES
OF AMERICA
A PROCLAMATION
WHEREAS section 4228 of the Revised Statutes of the United States, as amended by the act of July 24,1897, c. 13, 30 Stat. 214 U.S.C., title 46, sec. 141, provides, in part, as follows:
Upon satisfactory proof being given to th e President, by th e governm ent of any foreign nation, th a t n o discrim inating d u ties of to n
nage or im posts are im posed or levied in th e ports of such n ation upon vessels whoUy belonging to citizen s of th e U n ited States, or upon th e produce, m anufactures, or m er chandise im ported in th e sam e from th e United S tates or from an y foreign country, the President m ay issu e h is proclam ation, declaring th a t th e foreign d iscrim in atin g duties of tonnage and im post w ith in th e United States are suspended and d iscon tin
ued, so far as respects th e vessels of su ch foreign nation, and th e produce, m an u fac tures, or m erchandise im ported in to th e United States from su ch foreign n ation , or from any other foreign country; th e su s pension to take effect from th e tim e of su ch notification being given t o th e President, and to continue so long as th e reciprocal exem p tion of vessels, belonging to citizen s of th e United States, and their cargoes, shall be continued, and no longer . .
AND WHEREAS satisfactory proof was received by me from the Government of Iran on February 5, 1941, that no dis criminating duties of tonnage or imposts are imposed or levied in . the ports of Iran upon vesselswholly belonging to citizens of the United States, or upon the produce, manufactures, or merchandise imported in such vessels, from the United States, or from any foreign country:
NOW, THEREFORE, I, FRANKLIN D.
ROOSEVELT, President of the United States of America, under and by virtue of the authority vested in me by the above-quoted statutory provisions, do hereby declare and proclaim that the for eign discriminating duties of tonnage and imposts within the United States are suspended and discontinued so far as respects the vessels of Iran and the pro duce, manufactures, or merchandise im
ported in said vessels into the United States, from Iran or from any other for eign country; the suspension to take effect from February 5, 1941, and to con tinue so long as the reciprocal exemption of vessels belonging to citizens of the United States and their cargoes shall be continued, and no longer.
IN TESTIMONY WHEREOF I have hereunto set my hand and caused the seal of the United States of America to be affixed.

WHEREAS certain lands, together with the improvements thereon, have been ac quired by the United States in connection with the Cuba-Rio Puerco Project, LU-NM-38-22-1, in Valencia and Berna lillo Counties, New Mexico, under au thority of Title in of the Bankhead-Jones Farm Tenant Act, approved July 22,1937
50 Stat. 522, 525; and WHEREAS it appears that the trans fer of jurisdiction over such lands from the Secretary of Agriculture to the Sec retary of the Interior for administrative purposes would be in the public interest:
