Whereas a temporary regulation for the employment of minors between 14
and 16 years of age designated as Tem
porary Regulation No. 3 was issued by the Chief of the Childrens Bureau Oc tober 21, 1938, pursuant to the authority conferred by Section 3 1 of the Fair Labor Standards Act of 1938 52 Stat.
1060 and amended by Regulation desig nated as Regulation No. 3-A issued No vember 3, 1938, pursuant to the same authority, and whereas a public hearing is to be held on February 15, 1939 with respect to a proposed regulation for the employment of minors of such ages for the purpose of affording all interested parties an opportunity to be heard prior to the adoption and issuance of the said regulation, the following regulation is hereby issued for the purpose of extend ing Temporary Regulation No. 3 as amended by Regulation No. 3-A for the period of 90 days until April 24, 1939.
