determined that essential national se curity interests are adversely affected by the purchase by the United States of crude petroleum imported in quantities in excess of those now or hereafter speci fied under the Voluntary Oil Import Pro gram or o f petroleum products refined in the United States and composed of or derived from such crude petroleum, in whole or in part; and WHEREAS I have determined that such purchases would not be in the publie interest
NOW, THEREFORE, by virtue of the authority vested in me by the Consti tution and statutes, and as President of the United States, it is hereby ordered as follows:

WHEREAS a dispute exists between the Trans World Airlines, Inc., a carrier, and certain of its employees represented by the Plight Engineers International Association, a labor organization; and WHEREAS this dispute has not here tofore been adjusted under the provisions of the Railway Labor Act, as amended, and WHEREAS this dispute, in the judg ment of the National Mediation Board, S e c t io n 1.
