I f committee members and alternate mem bers for the term of office ending on October 31,1950, have been selected prior to the effective date hereof and qualify within the time limit prescribed by para graph f of this section, the provisions of paragraph c 6 and d hereof shall only be applicable to handler members and alternate members of the committee during such term of office.
