ficiaries of the V eterans A dministra tion and T heir A ttendants
By virtue of and pursuant to the au thority vested in me by section 1 of the act of March 14, 1940, 54 Stat. 49, as amended by the act of June 16, 1948, 62
Stat. 471 38 U. S. C. 76, section 2 of Executive Order No. 9975 of July 7, 1948, entitled Regulations Governing the Al lowance of Travel Expenses of Claimants and Beneficiaries of the Veterans Ad ministration and Their Attendants, is hereby amended to read as follows:
2. The Administrator of Veterans Affairs may authorize in lieu of actual expenses of travel, including lodging and subsistence, payment of an allowance of 5 cents a mile to any claimant or bene ficiary of the Veterans Administration traveling under prior authorization to or from a Veterans Administration facility, or other place, in connection with vo cational rehabilitation or for the pur pose of examination, treatment, or care, or, in his discretion, to the person who or the organization which has actually paid the expenses of such travel, includ ing lodging and subsistence: Provided, that payment of mileage in connection with vocational rehabilitation or upon termination of examination, treatment, or care may be made prior to completion of such travel.
This order shall become effective on August 1,1949.

Creating an E mergency O rder to I nves
tigate a D ispute B etween the S outh
ern P acific Company P acific L ines
and Certain of its E mployees
WHEREAS a dispute exists between the Southern Pacific Company Pacific Lines, a carrier, and certain of its em ployees represented by the Brotherhood
of Railroad Trainmen, a labor organiza tion; and WHEREAS this dispute has not here tofore been adjusted under the provisions of the Railway Labor Act, as amended;
and WHEREAS this dispute, in the judg ment of the National Mediation Board, threatens substantially to interrupt in terstate commerce to a degree such as to deprive a large section of the country of essential transportation service:
NOW, THEREFORE, by virtue of the authority vested in me by section 10 of the Railway Labor Act, as amended 45
U. S. C. 160, I hereby create a board of three members, to be appointed by me, to investigate the said dispute. No mem ber of the said board shall be pecuniarily or otherwise interested in any organiza tion of railway employees or any carrier.
The board shall report its findings to the President with respect to the said dispute within thirty days from the date of this order.
As provided by section 10 of the Rail way Labor Act, as amended, from this date and for thirty days after the board has made its report to the President, no change, except by agreement, shall be made by the Southern Pacific Company Pacific Lines or its employees in the conditions out of which the said dispute arose.
