BY THE PRESIDENT OF THE UNITED STATES OF
AMERICA
A PROCLAMATION
To the People of the United States:
WHEREAS Almighty God in His ever lasting wisdom has brought to an end the mortal life of Harlan Fiske Stone, Chief Justice of the United States; and WHEREAS by this death the people of the United States have lost a dis tinguished lawyer and jurist who has for almost a quarter of a century contributed generously to public life as Attorney General of the United States and as Associate Justice of the Supreme Court and Chief Justice of the United States;
and WHEREAS the death of this public servant will be mourned throughout the Nation, and his life and achievement will be celebrated forever in thejiistory of the development of our rich heritage of legal tradition :
NOW, THEREFORE, I, H ARRY S.
TRUMAN, President of the United States of America, do hereby officially announce toe death of Harlan Fiske Stone, stricken in the public performance of his duties in the highest Court of this Nation in the City of Washington on the twentysecond day of April, nineteen hundred and forty-six, at six forty-five oclock in the evening.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the United States of America to be affixed.
DONE at the City of Washington this 23rd day of April, in the year of our Lord nineteen hundred and seal forty-six and of the Independ ence of the United States of America the one hundred and seventieth.

WHEREAS a dispute exists between the Railway Express Agency, Inc., a car rier, and certain of its employees repre sented by the Brotherhood of Railway and Steamship Clerks, Freight Handlers, Express and Station Employes, a labor organization; and WHEREAS, this dispute has not here tofore been adjusted under the provi sions of the Railway Labor Act, as amended; and WHEREAS, this dispute, in the judg ment of the National Mediation Board, threatens substantially to interrupt in terstate commerce to a degree such as to deprive a large section of the country of essential transportation service:
NOW, THEREFORE, by virtue of the authority vested in me by section 10 of the Railway Labor Act, as amended 45
U.S.C. 160, I hereby create a board of ,three members, to be appointed by me, to investigate said dispute. No member of the said board shall be pecuniarily or otherwise interested in any organization of railway employees or any carrier.
The board shall report its findings to the President with respect to the said dispute within thirty days from the date of this order.
As provided by section 10 of the Rail way Labor Act, as amended, from this date and for thirty days after the board has made its report to the President, no change, except by agreement, shall be made by the Railway Express Agency, Inc. or its employees in the conditions out of which the Isaid dispute arose.
