amending the temporary regulation of October 21, 1938; and Whereas, the said temporary regula tion as amended has been extended for a period of ninety days until April 24, 1939, by regulation issued January 10, 1939;3 and Whereas, the Chief of the Childrens Bureau proposes to issue a permanent regulation for the employment of minors between 14 and 16 years of age pursuant to the authority conferred by section 3
1 of the said Act, Now, therefore, notice is hereby given of a public hearing to be held on February 15, 1939, commencing at 10 oclock a. m.
in Hearing Room B, United States De partmental Auditorium, Constitution Avenue between Thirteenth and Four teenth Streets, Washington, D, C., before a presiding officer to be designated here after, at which interested parties will be given opportunity to appear and be heard with respect to the said proposed regulation.

CHILD LABOR
Part 441. Employment of Minors Be tween 14 and 16 Years of AgeV
S ec. 441.1 Occupations.This regu lation shall apply to all occupations OTHER THAN the following:
a Manufacturing or mining occupa tions, including occupations requiring the performance of any duties in work rooms or work places where goods are produced.
b The operation of motor vehicles, service as helpers on such vehicles.
c Messenger service.
In all occupations covered by this regu lation the employment of minors be tween 14 and 16 years of age, or the permitting or suffering of such minors to work, for the periods and under the conditions hereafter specified shall not be deemed to be oppressive child labor.
S ec. 441.2 Periods and conditions of employment.
a Hours.The employment of mi nors in accordance with section 441.1
hereof shall be confined to the following periods:
1 Outside school hours.
2 Not more than 3 hours on any school day.
3 Not more than 8 hours on any other day.
4 Not more than 40 hours in any one week.
5 Between 6 a. m. and 7 p. m. in any one day.
b Compliance with State laws and regulations and local ordinances.No minor may be employed in accordance with section 441.1 hereof unless his em ployment shall be in conformity with all applicable State laws and regulations 4 P. R, 194 DI.
