Whereas, section 12 a of the Fair Labor Standards Act of 1938 52 Stat.
1060 prohibits the shipment or delivery for shipment of goods in commerce as defined in the Act which are produced in establishments situated in the United States in or about which within thirty days prior to the removal of such goods therefrom any oppressive child labor has been employed; and Whereas, section 3 1 of the said Act, which defines oppressive child labor, au thorizes the Chief of the Childrens Bu reau to provide by regulation or by order that the em ploym ent of employees between the ages of fourteen and sixteen years in occupations other th an m anufacturing and mining shall not be deemed to constitute oppressive child labor if and to th e exten t th at the Chief of th e Childrens Bureau determines that su ch em ploym ent is confined to periods which will n ot interfere w ith their schooling and to conditions w hich will n o t interfere with their health and well-being.
