ance W ith the C ompetitive P rovi sions of the Civ il S ervice R ules and Regulations
By virtue of the authority vested in me by Section 2 o f the Civil Service Act 22
Stat. 404 and by Section 1753 of the Revised Statutes o f the United States, I
nereby authorize competitive Civil Serv ice status for Norman E. Prince, pres ently an employee o f the Department of the Navy, in order to correct an admin istrative error of the Veterans Admin istration made while he was an employee of that agency. Such status shall be ac corded without compliance with the competitive provisions of the Civil Serv ice Rules and Regulations.
This Order is recommended by the Administrator of Veterans Affairs.

Keting agreement, as amended, and Order No. 53, as amended 7 CFR Part 953; 14 f _ r 3612, regulating the han dling of lemons grown in the State of California or in the State of Arizona, effective under the applicable provisions f the Agricultural Marketing Agree ment Act of 1937, as amended 7 U. S. C.
991 et seq., and upon the basis of the
recommendation and information sub mitted by the Lemon Administrative Committee, established under the said amended marketing agreement and or der, and upon other available informa tion, it is hereby found that the limita tion of the quantity of such lemons which may be handled, as hereinafter provided, will tend to effectuate the declared policy of the act.
2 I t is hereby further found that it is impracticable and contrary to the public interest to give preliminary no tice, engage in public rule-making proce dure, and postpone the effective date o f this section until 30 days after publica tion thereof in the F ederal R egister 60
Stat. 237; 5 U. S. C. 1001 et seq. because the time intervening between the date when information upon which this sec tion is based became available and the time when this section must become ef fective in order to effectuate the declared policy of the act is insufficient, and a reasonable time is permitted, under the circumstances, for preparation fo r such effective time; and good cause exists for making the provisions of this section effective as hereinafter set forth. Ship ments of lemons, grown in the State of California or in the State of Arizona, are currently subject to regulation pur suant to said amended marketing agree ment and order; the recommendation and supporting information fo r regula tion during the period specified herein was promptly submitted to the Depart ment after an open meeting of the Lemon Administrative Committee on January 14,1953; such meeting was held, after giving due notice thereof to con sider recommendations for regulation, and interested persons were afforded an opportunity to submit their views at this meeting; the provisions of this section, including its effective time, are identical with the aforesaid recommendation o f the committee, and information con cerning such provisions and effective time has been disseminated among han dlers of such lemons; it is necessary, in order to effectuate the declared policy of the act, to make this section effective during the period hereinafter specified;
