Creating
an E mergency B oard to I nves tigate a D ispute B etween the R ail way E xpress Agency, I nc., and Certain op its E mployees
WHEREAS a dispute exists between the Railway Express Agency, Inc., a car rier, and certain of its employees repre sented by the International Brotherhood of Teamsters, Chauffeurs, Warehouse men & Helpers of America, ft. F. of L., Locals 808 and 459, a labor organization;
and WHEREAS this dispute has not here tofore been adjusted under the provisions of the Railway Labor Act, as amended;
and WHEREAS this dispute, in the judg ment of the National Mediation Board, threatens substantially to interrupt in terstate commerce to a degree such as to deprive a section of the country of essen tial transportation service:
NOW, THEREFORE, by virtue of the authority vested in me by section 10 of the Railway Labor Act, as amended 45
U. S. C. 160, I hereby create a board of three members, to be appointed by me, to investigate the said dispute. No mem ber of the said board shall be pecuniarily or otherwise interested in any organiza tion of railway employees or any carrier.
The board shall report its findings to the President with respect to the said dispute within thirty days from the date of this order.
As provided by section 10 of the Rail way Labor Act, as amended, from this date and for thirty days after the board has made its report to the President, no change, except by agreement, shall be made by the Railway Express Agency, Inc., or by its employees, in the condi tions out of which the said dispute arose.

For the purposes of title I of the Bankhead-Jones Farm Tenant Act, as amended, average values of efficient family-type farm-management units and investment limits for the counties identified below are determined to be as herein set forth; and 311.30, Chapter IH, Title 6 of the Code of Federal Regu lations 13 F. R. 9381, is amended by adding said counties, average values, and investment limits to the tabulations appearing in said section under the State of Florida.
