1. The headnotes in 6.4 a 4 and . 6.4 b 4 are changed from War De partment to Department of the Army and all internal references in each of these subparagraphs to the War Depart ment or the Secretary of War are amended accordingly.
2. Section 6.4 a 4 1 is amended to read as follows:
