The President EXECUTIVE ORDER 9699
R e - establishing the O ffice S tabilization
of
E conomic
By virtue of the authority vested in me by the Constitution and statutes, in cluding section 2 of the act of October 2, 1942, 56 Stat. 765, and Title I of the First W ar Powers Act, 1941, and as Presi dent of the United States, it is hereby ordered as follows:
1. The Office of Economic Stabiliza tion, established by Executive Order No.
9250 of October 3, 1942,1 together with an Economic Stabilization Director at the head thereof, is hereby re-established, with the same functions, powers, and duties which it possessed immediately prior to the issuance of Executive Order No. 9620 o f September 20, 1945.2 All functions, authority, records, property, personnel, and funds of the Office of the Stabilization Administrator designated pursuant to Executive Order No. 9620
are transferred to the Office of Economic Stabilization, including the functions and authority vested in the Stabilization Administrator by Executive Order No. 9697
of February 14, 1946.3
2. The Economic Stabilization Board, established by Executive Order No. 9250, is hereby re-established on its former basis in the Office of Economic Stabiliza tion, with the following membership:
The Economic Stabilization Director as Chairman, the Secretary of the Treasury, the Secretary of Agriculture, the Secre tary of Commerce, the Secretary of La bor, the Federal Loan Administrator, the Chairman of the Board of Governors of the Federal Reserve System, the Director,, of the Bureau of the Budget, the Chair man of the Securities and Exchange Commission, the Price Administrator, the Administrator of the National Housing Agency, the Chairman of the National Wage Stabilization Board, and two rep resentatives each of labor, management, and farmers to be appointed by the President.

3. All prior regulations, orders, rul ings, directives, and other actions relat ing to any function affected by this or der shall remain in effect except insofar as they are in conflict with this order or are hereafter amended under proper au thority.
4. All prior Executive orders in con flict herewith are amended accordingly.

1046-47 MARKETING YEAR

Whereas, on November 27, 1945, the Acting Secretary of Agriculture pro claimed a national marketing quota for Burley tobacco for the marketing year beginning October 1, 1946, of 404,460,000
pounds, and Whereas, Public Law 302, 79th Con gress, approved February 19, 1946, pro vides that such national marketing quota proclaimed by the Acting Secretary and the State and farm acreage allotments established pursuant to the proclaimed national quota for Burley tobacco for the 1946-47 marketing yeap shall be reduced uniformly, so as to make available a supply of Burley tobacco for such mar keting not less than the reserve supply level, and Whereas, the Secretary has caused an investigation to be made and has deter mined that a 10 percent reduction will result in a supply not less than the re serve supply level:
Now therefore, it is hereby proclaimed that:
