by the Federal Trade Commission upon the complaint of the Commission, the answer of respondents, testimony and evidence taken before John J. Keenan, an examiner of the Commission there tofore duly designated by it, in support of the allegations of said complaint, briefs and oral arguments having been waived, and the Commission having made its findings as to the facts and its conclusion that the said respondents have violated the provisions of the Fed eral Trade Commission Act;
