b A dditional findings. I t is neces sary in the public interest to make this order amending the order effective not later than September 1, 1959.
The provisions of the said order are known to handlers. The recommended decision of the Deputy Administrator of the Agricultural Marketing Service was issued July 21, 1959, and the decision of the Assistant Secretary containing all amendment provisions of this order was issued August 14,1959. The changes ef fected by this order will not require ex tensive preparation or substantial alteration in method of operation for handlers. In view of the foregoing, it is hereby found and determined that good cause exists for making this order amending the order effective September 1, 1959, and th at it would be contrary to the public interest to delay the effective date of this amendment for 30 days after its publication in the F ederal R egister .

c D eterm inations. I t is hereby de termined th at:
1 The refusal or failure of handlers excluding cooperative associations specified in section 8c9 of the Act of more than 50 percent of the milk, which is marketed within the marketing area, to sign a proposed marketing agreement, tends to prevent the effectuation of the declared policy of the Act;
2 The issuance of this order, amending the order, is the only practical means pursuant to the declared policy of the Act of advancing the interests of producers as defined in the order as hereby amended; and 3 The issuance of the order amend ing the order is approved or favored by at least two-thirds of the producers who during the determined representative period were engaged in the production of milk for sale ip the marketing area.
Order relative to handling. The order is hereby amended as follows:
1023.50 Amendment Delete 1023.50a and substitute therefor the following:
a Class I m ilk price. The Class I
milk price shall be the price for Class I
milk pursuant to P art 941 Chicago of this chapter, plus 35 cents: Provided, That through April 30,1960, the effect on the price pursuant to this paragraph of the supply and demand ratio as con tained in 941.52a 1 of this chapter shall be limited to 10 cents: And provided fu rther, That for milk received from ap proved dairy farmers a t an approved plant outside the base zone the price otherwise applicable pursuant to this paragraph shall be reduced 10 cents.

MENTS
Modification of Control Area Exten sion and Control Zone The purpose of this amendment is to make a minor modification of the Camp Douglas Volk Field Wisconsin control area extension and control zone.
The Camp Douglas control area ex tension and control zone are annually designated from 0001 c.s.t., June 1, to 0001 c.s.t., September 1, during which time various units of the Wisconsin Air National Guard utilize the Camp Doug las facilities for training. In order to provide additional time for training, and at the same time provide for the safety of military and civil air traffic, the De partment of the Air Force has requested th at the control area extension and the control zone be made effective from May 30 through September 5, annually.
Thus, the designations would be ex tended for an additional 7 days.
This action has been coordinated with the Army, the Navy, and the Air Force, and interested civil aviation organiza tions. Accordingly, compliance with the notice, public procedures and effective date provisions of section 4 of the Ad ministrative Procedure Act have, in ef fect, been complied with.
In consideration of the foregoing and pursuant to the authority delegated to me by the Administrator 24 F.R. 4530
