without application w hen any one o f the follow ing circumstances is fo u n d:
1 T h e am ount o f said indebtedness, including interest, is less than $ 10 ; such efforts o f collection have been m ade as are w arranted under the circumstances, and the cost o f collection or of continued m aintenance o f accounts is deemed greater than the am ount o f the indebt edness;
2 T h e debtor is deceased and there is no reasonable prospect of recovering from his estate;
3 T h e debtors whereabouts has re m ained unknown fo r two years and there is no reasonable prospect o f obtaining collection; heads o f agencies designated in 3.5 w ill prescribe procedures w hich w ill assure that cancellations on this ground w ill be m ade only after a diligent effort has been m ade to locate the debtor, including such contact w ith other agen cies of the D epartm ent or otherwise as the am ount of the indebtedness and the circumstances w arran t;
4 T h e debtor h as been discharged of the indebtedness in any proceeding under A n act to establish a uniform system o f bankruptcy throughout the United States.
5 It is impossible or impracticable fo r legal or other reasons to obtain the debtors application but all o f the find ings required by p arag rap h a o f this section are made.
2. Section 3.5, Title 7, Code of Federal Regulations 13 F. R. 6903, is amended to provide fo r delegation o f debt settle ment authority to State Adm inistrative Officers o f the Agricultural Stabilization and Conservation State offices, and to read as follows:
3.5 Delegations of authority. T h e heads o f any adm inistration or other agency having jurisdiction over any o f the acts or program s listed in 3.10 in
cluding those o f Commodity Credit C or poration and Federal C rop Insurance C orporation are hereby authorized, w ithin t h e ir respective jurisdictions, to exercise any or all o f the functions pre scribed by this part. T h e head o f each o f such agencies m ay delegate and a u
thorize the redelegation o f any o f the functions vested in him by this p art:
Provided, T h a t the determination of any settlement shall not be delegated beyond the head of the highest field office having jurisdiction, except th at in the case of the Agricultural Stabilization and C on servation State Offices, such authority m ay also be delegated to the State A d
m inistrative Officers and except th at in the case o f the Farm ers Hom e Adhiinistration, such authority m ay also be dele gated to Assistant State Directors and Chiefs, Production Loan Operations, in State offices o f th at administration.
3. Section 3.6, Title 7, Code of Federal Regulations 10 F. R. 807, as redesignated in 13 F. R. 6903, is amended to provide optional authority fo r the Office of Budget and Finance to prescribe or a p
prove debt settlement forms, and to read as follows:
3.6 Form s and records. T h e Office of Budget and Finance m ay prescribe or approve form s fo r applications fo r settle m ent o f indebtedness under this p art;

and shall require each agency to estab lish records to insure the immediate availability of necessary inform ation of operations under this part.
E ach agency shall furnish to the Office o f Budget and Finance a report of opera tions under this p art quarterly, or fo r such other periods as the Director of Finance m ay designate.
