TITLE 7 AGRICULTURE
Chapter 111 Agricultural Research Service, Department of Agriculture P. P. C. 612, Revised, Supp. 3
P art 301D omestic Q uarantine N otices S ubpart K hapra B eetle ADMINISTRATIVE INSTRUCTIONS DESIGNATING
PREMISES AS REGULATED AREAS

Pursuant to 301.76-2 of the regula tions supplemental to the Khapra Beetle Quarantine 7 CFR 301.76-2, 20 P. R.
1012 under section 8 of the Plant Quar antine Act of 1912, as amended 7 U. S. C.
161, revised administrative instructions issued as 7 CFR 301.76-2a 20 F. R. 4361, effective June 22, 1955, as amended ef fective July 13, 1955 and July 30, 1955
20 F. R. 4979, 5447, are hereby further amended in the following respects:
a The designation as regulated areas of the following warehouses, mill, and other premises, included in the list contained in such instructions, is hereby revoked, and the reference to such premises in the list is hereby deleted, it having been determined by the Chief of the Plant Pest Control Branch that ade quate sanitation measures have been practiced for a sufficient length of time to eradicate the khapra beetle in and upon such premises:
Arizona
A. W. Johnson Farm Storage Bins, Avenue D at One and One-Half Street, Tuma.
Richard W. Livingston warehouse and store, Route 3, Box 144, Yuma.
California

DeRadd Warehouse, 400 E Street, Lemoore.
Imperial Valley M illing Co., 250 East F ifth Street, Holtville.
Fred Reister Ranch, at northwest corner of intersection of Highway 20 and East Camp Road, Williams.

b The following premises are added to the list, contained in such instruc tions, of warehouses, mills, and other premises in which infestations of the khapra beetle have been determined to exist. Such premises are thereby desig
nated as regulated areas within the meaning of said quarantine and regu lations:
California
L. R. Bonesteel Ranch, located one-sixth m ile north of Highway 93 from a point 1.7
m iles east of Bonds Corner, HoltviUe. Mail address Route 1, Holtville.

Joe Grassotti Ranch, located sou th side of Fairview Road, one-half m ile w est of Highway 99. Mail address Box 899, Bakers field.

This amendment revokes the desig nation as regulated areas of a mill and certain warehouses and other premises, it having been determined by the Chief of the Plant Pest Control Branch that adequate sanitation measures have been practiced for a sufficient length of time to eradicate the khapra beetle in and upon such premises. It also adds addi tional premises to the list of warehouses, mills, and other premises in which khapra beetle infestations have been determined to exist, and designates such premises as regulated areas under the khapra beetle quarantine and regula tions.
This amendment in part imposes re strictions supplementing khapra beetle quarantine regulations already effective.
It also relieves restrictions insofar as it revokes the designation of presently regulated areas. It must be made effec tive promptly in order to carry out the purposes of the regulations and to per mit unrestricted movement of regulated products from the premises being re moved from designation as regulated areas. Accordingly, under section 4 of the Administrative Procedure Act 5
U. S. C. 1003, it is found upon good cause that notice and other public pro cedure with respect to the foregoing amendment are impracticable and con trary . to the public interest, and good cause is found for making the effective date thereof less than 30 days after pub lication in the F ederal R egister .
