WHEREAS section 3228 f of the In ternal Revenue Code provides in part as follows:
OPIATE.The word "opiate as used in this part and subchapter A of chapter 23
shall mean any drug as defined in th e F ed eral Food, Drug and Cosmetic Act foun d by the Secretary of th e Treasury, after due notice and opportunity for public hearing, to have an addiction-form ing or addictionsustaining liab ility sim ilar to m orphine or cocaine, and proclaimed by th e President to have been so found by th e Secretary. ;

AND WHEREAS the Secretary of the Treasury, after due notice and oppor tunity for public hearing, has foundthat each of the following-named drugs has addiction-forming and addictionsustaining liability similar to morphine, and that in the public interest this find ing should be effective immediately:

WHEREAS, pursuant to section 22 of the Agricultural Adjustment Act, as added by section 31 of the act of August 24, 1935, 49 Stat. 773, re-enacted by sec tion 1 of the act of June 3, 1937, 50 Stat.
246, and as amended by section 3 of the act of July 3, 1948, 62 Stat. 1248, sec tion 3 of the act of June 28, 1950, 64
