By virtue o f the authority vested in me by the Defense Production Act of 1950, as amended 50 U. S. . App. 2061, et seq., and as President of the United States, it is ordered that the preamble of section 101 o f Executive Order No.
10219 of February 28, 1951 16 F. R.
1983, and section 201 a 3 of Exec utive Order No. 10480 of" August 14, 1953
18 F. R. 4939, be, and they are hereby, amended by deleting therefrom the words Bureau of Service of the Com mission and inserting in lieu thereof the words bureau which administers the car-service functions of the Com mission as set forth in paragraphs 10 to 17, inclusive, of section 1 of the Inter state Commerce Act, as amended, .
This order shall become effective on June 1, 1954.

Amendments to the Standards for Grades of Cottonseed Sold or Offered for Sale for Crushing Purposes Within the United States 7 CFR Part 28, making mandatory the use of a linters factor-in determining the quantity index of cot tonseed were published in the F ederal 3 cp R. 1951 Supp., p. 415; 16 F. R. 1983.

In order to provide a year for the cot tonseed crushing industry to make nec essary preparations for the purchase and processing of cottonseed under grading standards which make the linters factor mandatory, it is hereby determined that the use of the linters factor in determin ing the quantity index of cottonseed will continue on an optional basis until June 1, 1955, and, until further notice, the linters factor will be 2.5 as published in the F ed er al R e g ist e r dated August 7, R eg iste r

Wherefore, it is hereby ordered as fol lows :
1. The aforesaid amendments to the Standards for Grades of Cottonseed are hereby amended by changing the effec tive date thereof from June 1, 1954, to June 1,1955 : Provided, That this amend ment will not affect or invalidate any transaction, including inspection certifi cates which may have been issued, based upon said amendments between June 1, 1954, and the effective date hereof.
2. The provisions of 28.401 d and 28.402 of said Standards for Grades of Cottonseed which were in effect on May 31, 1954, are hereby reactivated and shall be in full force and effect from on and after the effective date hereof until June 1, 1955, when they will be super seded by the aforesaid amendments of April 3 and May 25, 1954.
It is herebjrfound and determined that it is impractical, unnecessary and con trary to the public interest to issue a notice of proposed rule making in con nection with this proposed order or to postpone its effective date until 30 days after publication in the F ederal R e g ist e r for the reasons that: 1 The marketing season for cottonseed for crushing pur poses has begun and shortly cottonseed will be moving to market in substantial volumes in the southernmost sections of the Cotton Belt and it is imperative that this revision of the Standards be effec tive for the grading of the product; 2
It is imperative that this revision be effective as soon as possible in order that the cottonseed industry may make informed plans for operations under the 1954 Cottonseed Price Support Program;
