By virtue of the authority vested in me by the Constitution and the statutes, in cluding the Defense Production Act of 1950, as amended, and as President of the United States and Commander-inChief of the armed forces of the United States, it is ordered that section 403 of Executive Order No. 10161 of September 9, 1950, as amended by Executive Order No. 10233 of April 24, 1951, be, and it is hereby, further amended by re-letter ing paragraph b thereof as paragraph c and by inserting after paragraph a of such section 403 the following new paragraph:
b In addition to the members of the Board provided for in section 403
a of this Executive order, the Board shall have not more than six alternate members, who shall be appointed by the President at such times as he may deem necessary and for such periods of service as he shall prescribe. Not more than two of such alternate members shall be representative of the public, not more than two shall be representative of la bor, and not more than two shall be rep resentative of business and industry.
Any alternate member shall participate as a member of the Board only in lieu of a member appointed under section 4C3 a who is not participating, and only when called upon by the Chairman of the Board to so participate, and when so participating each alternate member shall have the same status and functions as a member appointed under section 403 a of this Executive order. The designation by the Chairman of the Board of alternate members to partici pate as members of the Board shall be so ordered as to preserve the equal rep resentation contemplated by the provi1 15 F. By virtue of the authority vested in me as President of the United States, and subject to the provisions of section 214 of the Independent Offices Appropri ation Act, 1946 59 Stat. 134; 31 U. S. C.
691, it is ordered as follows:
S ection 1. There is hereby established the Interdepartmental Committee on Narcotics, which shall have as members one representative of each of the De partments of the Treasury, State, De fense, Justice, and Agriculture, and of the Federal Security Agency. The head of each such department and agency shall designate the representative there of, and shall also designate an alternate representative. The Chairman of the Committee shall be designated by the President, from among its representative members or as an additional member.
S ec . 2. It shall be the duty of the said Committee:
a To maintain information regard ing Federal, State, and local lawenforcement action taken in connection with the illegal sale and use of narcotic drugs and marihuana, and to dissemi nate such information to Federal, State, and local law enforcement agencies and crime commissions.
b To maintain information regard ing the character and effects of narcotic drugs and marihuana and the nature and results of drug addiction.
c To examine and study problems and developments arising in the admin istration and enforcement, national and international, of the laws and conven tions relating to narcotic drugs and marihuana.
