I submit herewith a recommendation of the Director of the Office of Defense Transportation concerning a plan for joint action by the persons named there in, members of The Laundry Institute of Cleveland, in the transportation and delivery of laundry by motor vehicle in Cleveland, Ohio Supra.
For the purposes of section 12 of Public Law No. 603, 77th Congress 56 Stat.
357, I approve the joint action plan described in the recommendation; and after consultation with you, I hereby find and so certify to you that, the doing of any act or thing, or the omission to do any act or thing, by any person in com pliance with such joint action, plan is requisite to the prosecution of the war.
