By virtue of the authority vested in me by sections 177 and 179 of the Revised Statutes of the United States U.S.C., title 5, secs. 4 and 6, it is hereby ordered as follows:
In case of the absence or sickness of the Secretary of Treasury and the Under Secretary of the Treasury, the Fiscal Assistant Secretary of the Treasury shall perform the duties of the Secretary of the Treasury until such absence or sickness shall cease.
In case of the absence or sickness of the Secretary of the Treasury, the Under Secretary of the Treasury, and the Fiscal Assistant Secretary of the Treasury, the senior Assistant Secretary of the Treas ury on duty shall perform the duties of the Secretary of the Treasury until such absence or sickness shall cease.
In case of the absence or sickness of the Secretary of the Treasury, the Under Secretary of the Treasury, the Fiscal As sistant Secretary of the Treasury, and the other Assistant Secretaries of the Treas ury, the General Counsel for the Depart ment of the Treasury shall perform the duties of the Secretary of the Treasury until such absence or sickness shall cease.
Executive Order No. 6202-B of July 11, 1933, is hereby revoked.

DETERMINATION OF
WAGE RATES FOR
THE PRODUCTION, VESTING OF THE
BEETS
FAIR AND REASONABLE
PERSONS EMPLOYED IN
CULTIVATION, OR HAR
1941 CROP OF SUGAR
Whereas section 301 b of the Sugar Act of 1937, as amended, provides, as one of the conditions for payment to pro ducers of sugar beets and sugarcane as follows:
T hat all persons em ployed on th e farm in th e production, cu ltivation , or harvesting of sugar beets or sugarcane w ith respect to w hich an application for paym ent is m ade shall have been paid in fu ll for all su ch work, and shall have been paid wages therefor at rates n ot less th an those th a t m ay be determ ined by th e Secretary to be fair and reasonable after investigation and due n otice and opportunity for p ublic hearing; and in m aking su ch d e term in ation s th e Secretary shall take in to consideration th e standards therefor formerly established by h im under th e Agricultural A djustm ent Act, as am ended, and th e differ ence in con d ition s am ong various producing areas: P rovided, how ever, T hat a paym ent w hich would be payable except for th e fore going provisions of th is su b section m ay be made, as th e Secretary m ay determ ine, in such m anner th a t th e laborer w ill receive an am ount, insofar as such p aym ent w ill suffice, equal to th e am ount of th e accrued unp aid wages for su ch work, and th a t th e producer w ill receive th e remainder, if any, of such paym ent.
Whereas, the Secretary of Agriculture, pursuant to a notice of hearing, dated November 30, 1940, held public hearings for the purpose of receiving evidence likely to be of assistance to him in deter mining fair and reasonable wage rates for persons employed in the production, cul tivation, or harvesting of the 1941 crop of sugar beets.
