OF AMERICA
WHEREAS section 6 of the act of Con gress entitled AN ACT To expedite the strengthening of the national defense, approved July 2, 1940, provides as follows:
Sec. 6. W henever th e President determ ines that it is necessary in th e in terest of n ation al defense to prohibit or curtail th e exportation of any m ilitary equ ip m en t or m u n ition s, or component parts thereof, or m achinery, tools, or material, or su p p lies necessary for th e manufacture, servicing, or operation thereof, he may by proclam ation proh ib it or curtail such exportation, excep t under su ch rules and regulations as h e sh all prescribe. Any such proclam ation sh all describe th e articles or m aterials included in th e p roh ib ition or curtailm ent contained therein. In case of the violation of any provision of any procla mation, or of any rule or regulation, issued hereunder, such violator or violators, u pon conviction, shall b e p u nished by a fine of n ot more than $10,000, or by im prisonm ent for not more th a n tw o years, or by b oth su ch fine and im prisonm ent. The au th ority granted in th is section shall term in ate Ju n e 30, 1942, unless th e Congress shall otherw ise provide.
ROOSEVELT, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid act of Congress, do hereby proclaim that upon the recommendation of the Administrator of Export Control I have determined that it is necessary in the interest of the national defense that on and after March 10, 1941, the follow ing-described articles and materials shall not be exported from the United States except when authorized in each case by a license as provided for in Proclamation No. 24131 of July 2, 1940, entitled Ad ministration of section 6 of the Act en titled AN ACT To expedite the strengthening of the national defense approved July 2,1940:
