PUBLIC HEARINGS

NOTICE IS HEREBY GIVEN THAT A REAL PROPERTY
ACQUISITIONS AND DISPOSITIONS PUBLIC HEARING, in accordance with Section 824 of the New York City Charter, will be held on December 23, 2019, at 10:00 A.M., at Spector Hall, 22 Reade Street, Main Floor, Borough of Manhattan.
IN THE MATTER OF a lease for the City of New York, as tenant, of space on part of the 4th Floor of the building, located at 1 Pierrepont Plaza Block 239, Lot 1, in the Borough of Brooklyn, for the Family CourtRaise the Age Division of the Law Department, to use as an office, or for such other use as the Commissioner of the Department of Citywide Administrative Services, may determine.
The proposed lease shall be for a period of fifteen 15 years and one 1
month from Substantial Completion of Alterations and Improvements, at an annual rent of $1,556,200 for the first five 5 years, $1,711,820
for the next five 5 years and $1,867,440 for the last five 5 years, payable in equal monthly installments, at the end of each month. The first month of rent is abated.
The lease may be terminated by the Tenant at the end of the seventh 7th year, or at any time thereafter, provided the Tenant gives the Landlord twelve 12 months prior written notice. In the event the lease is terminated by the Tenant, the Tenant shall pay Landlord the unamortized portion of Landlords Tenant Work Contribution, free rent and brokerage commission, at an interest rate of 7% amortized over ten 10 years.
The Tenant shall have the right to renew the lease, for two periods of five 5 years each, at 100% of the Fair Market Value rental.
The Landlord shall prepare final architectural plans and engineering plans and make alterations and improvements in accordance with preliminary architectural plans and specifications, which are attached to the lease. The alterations and improvements consist of Base Building Work, which the landlord shall provide at its sole cost, and expense, and Tenant Work. The total cost of the final architectural plans and engineering plans for the Tenant Work and the Tenant Work, shall not exceed $4,336,921, of which the Landlord shall contribute $1,556,200 and the balance up to $2,780,721, will be paid by the Tenant. The Tenant shall reimburse the Landlord for Tenants share of the costs, to be disbursed, pursuant to Construction Period Payments, as further defined in the lease.
IN THE MATTER OF a Lease for the City of New York, as Tenant, for the entire building, located at 639 Edgecombe Avenue Block 2111, Lot 58, in the Borough of Manhattan for occupancy by the New York City Department of Education, in its care and control, to use for childcare services and for its programs, or for such other similar purposes as the Commissioner of the Department of Citywide Administrative Services, may determine, in accordance with the terms of the Lease.
The term of the Lease shall commence upon execution and shall expire on August 31, 2039. Base Rent shall be payable in the amount of i $1,075,000 per annum, from the commencement date through August 31, 2024; ii $1,236,250.00 per annum, from September 1, 2024 through August 31, 2029; iii $1,421,688.00 per annum, from September 1, 2029
through the August 31, 2034; and iv $1,592,291.00 per annum, from September 1, 2034 through August 31, 2039. Base Rent is payable in equal monthly installments, at the end of each month.
In addition to Base Rent, within sixty 60 days after the commencement date of the Lease, Tenant shall make a one-time payment to the Landlord, as additional rent, in an amount equal to the sum of $57,423.00, multiplied by the number of the months commencing on September 21, 2018, until the commencement date of the Lease prorated for any partial month. Such payment represents the difference between the month-to-month rent currently being paid by Tenant, under the Tenant Not a Holdover Tenant lease provision of the prior lease, for the building, for the same period, all as more specifically set forth in the Lease.
The Lease may be terminated by the Tenant, effective as of midnight on August 31, 2034, upon prior written notice given to Landlord by August 31, 2033.
After the commencement of the Lease, the Landlord shall prepare final architectural plans and engineering plans, if required, and make alterations and improvements consisting of the installation of a fire alarm system in the building. This work will be performed at Landlords sole cost and expense.
IN THE MATTER OF a lease for the City of New York, as Tenant, of space on the entire fourteenth 14th through eighteenth 18th, portion of thirtieth 30th, and portion of sub-cellar floor Existing Premises, until substantial completion of space on the entire second 2nd through seventh 7th, portion of eighth 8th and portion of sub-cellar floor New

Premises of the building, located at 250 Broadway Block 124, Lot 24, in the Borough of Manhattan, for New York City Council, to use as an office, or for such other use as the Commissioner of the Department of Citywide Administrative Services, may determine.
The proposed Lease shall be for a period of twenty 20 years, from March 1, 2020 through February 29, 2040. The annual rent for the Existing Premises, will be $4,765,604.88, payable in equal monthly installments, at the end of each month, being in effect starting on the lease execution date through Substantial Completion of alterations and improvements of the New Premises. The annual rent for the New Premises shall commence in the amount of $9,975,020, for the first five 5 years, $10,949,462.50, for the following five 5 years, $11,923,905, for the next five 5 years and $12,898,347.50, for the last five 5 years, payable in equal monthly installments, at the end of each month. The rent shall be abated for ten 10 months from substantial completion of the New Premises.
The Lease may be terminated by the Tenant 15 years and 10 months from substantial completion, provided the Tenant gives the Landlord fifteen 15 months prior written notice. In the event that the Lease is terminated by the Tenant, the Tenant shall pay to the Landlord the unamortized portion of the following: the Landlords work contribution, the ten 10 month rent abatement, and the Tenants and Landlords brokerage commissions.
The Tenant shall have the right to renew the Lease for a ten 10 year period at 100% of fair market value with eighteen 18 months prior written notice. Tenant shall have the right of first offer on space that becomes available, for any space that share a demising wall, with a Tenants space on a floor that is partially occupied by Tenant and any space on a floor above or below any floor occupied by Tenant. The rent payable for the space being offered by Landlord shall be the product of the amount Tenant is then paying on a per rentable square foot basis, times the number of rentable square feet in the space being offered by Landlord.
The Landlord shall prepare final architectural plans and engineering plans and make alterations and improvements in accordance with preliminary architectural plans and specifications, which are attached to the Lease. The alterations and improvements consist of Base Building Work, which the Landlord shall provide at its sole cost and expense, and Tenant Work. The total cost for the Tenant Work shall not exceed $40,022,492 of which the Landlord shall contribute $11,560,402, and the balance up to $28,462,090, will be paid by the Tenant in accordance with the terms of the Lease.

The Landlord shall prepare final architectural plans and engineering plans and make alterations and improvements in accordance with preliminary architectural plans and specifications which are attached to the lease. The alterations and improvements consist of Base Building Work, which the landlord shall provide at its sole cost and expense, and Tenant Work. The total cost of the final architectural plans and engineering plans for the Tenant Work and the Tenant Work shall not exceed $16,000,000. The Tenant shall reimburse the Landlord for the Tenant Work, to be disbursed upon the substantial completion of the alterations and improvements.
