Call To Order.
On Wednesday, November 9,2016 at 10:00 AM., the Honorable Rahm Emanuel, Mayor, called the City Council to order. The Honorable Susana A Mendoza, City Clerk, called the roll of members and it was found that there were present at that time: Aldermen Moreno, Hopkins, Dowell, King, Hairston, Sawyer, Mitchell, Harris, Beale, Sadlowski Garza, Thompson, Cardenas, Quinn, Burke, Lopez, Foulkes, D. Moore, Curtis, OShea, Brookins, Munoz, Zalewski, Scott, Solis, Maldonado, Burnett, Ervin, Taliaferro, Reboyras, Santiago, Waguespack, Mell, Villegas, Mitts, Sposato, Laurino, OConnor, Napolitano, Reilly, Smith, Tunney, Arena, Cappleman, Silverstein -- 44.
Quorum present.
At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and extended congratulations to City Clerk Susana A Mendoza on her successful election as Illinois State Comptroller. Mayor Emanuel spoke with pride about City Clerk Mendoza who, as the daughter of a Mexican immigrant, is the first Hispanic woman to be elected to statewide office. "I saw in her mothers eyes the pride and reward for all the sacrifice and struggle she made in coming to America", the Mayor stated, "not just a place, but a set of values and a set of ideas". Many Chicagoans woke up "despondent" after hearing the results of the presidential election, the Mayor observed, and questioned "whether this country still has them and their future and childrens future at heart". Addressing these concerns, Mayor Emanuel observed that the election of Comptroller-elect Mendoza, reaffirmed by the victories of Tammy Duckworth as the United States Senator from Illinois, Raja Krishnamoorthi as Illinois Representative of the 8th Congressional District and Kim Foxx as Illinois States Attorney, underscores the values and ideals embodied in the motto of the United States, E pluribus unum "Out of many, one" and demonstrates the diversity of
