Call To Order.
On Wednesday, April 15, 1992 at 10:00 A.M., Alderman Luis V. Gutierrez, President Pro Tempore, called the City Council to order.

Proclamation Of Emergency Flood Disaster.
The Honorable Richard M. Daley, Mayor, submitted the following proclamation, which was Placed on File:

Proclamation.
WHEREAS, On April 13, 1992, the City of Chicago suffered extensive flooding of its underground tunnel system; and WHEREAS, The City ofChicago desires to move quickly in addressing the problems caused by the flooding of its tunnel system; now, therefore, I, Richard M. Daley, Mayor ofthe City ofChicago, pursuant to the Illinois Emergency Management Agency Act, and pursuant to the recommendation of Fire Commissioner Raymond E. Orozco, Coordinator of the Chicago Emergency Preparedness and Disaster Services, hereby proclaim that a
