WHEREAS, Mr. Bill Kaczon, of Hoffman Estates, and Mr. Kalvyn Avery, of Chicago, jumped from the Monroe Street bridge into the icy Chicago River in an heroic attempt to save a man from drowning on Friday, December 7, 1990; and WHEREAS, Mr. Kaczon was crossing the Monroe Street bridge when he noticed a crowd of people had gathered to watch a man floating face down in the river; and WHEREAS, Mr. Kaczon, amazed that onlookers were simply standing by and possibly watching a man die, removed his overcoat and suit jacket and jumped in; and WHEREAS, Mr. Avery, who had also witnessed the incident, ran into a nearby building to call 911; and WHEREAS, He ran back to the bridge and jumped into the river to help Mr. Kaczon hold the drowning victim; and WHEREAS, A foreman on the bridge repair crew, threw the rescuers a life preserver, and they kept the mans head above water until the fireboat arrived; and WHEREAS, Mr. Kaczon and Mr. Avery should be commended for their heroic efforts; now, therefore.
Be It Resolved, That we, the Mayor, and members of the City Council, assembled this nineteenth day of December, 1990, commend Mr. Kaczon and Mr. Avery for the concern and courage they displayed and present each of them with the Medal of Valor; and Be It Further Resolved, That we salute them for caring enough to get involved, without regard for their own safety; and Be It Further Resolved, That suitable copies of this resolution be presented to Mr. Kaczon and Mr. Avery as a token of our admiration.
On motion of Alderman Burke, the foregoing proposed resolution was Adopted by a viva voce vote.
At this point in the proceedings. The Honorable Richard M. Daley, Mayor, called the City Councils attention to the presence of Mr. William Kaczon and Mr. Kalvyn Avery, who were warmly applauded by all present.
