By virtue of the authority vested in me by sections 55a and 508 of the-Internal Revenue Code of 1939 53 Stat. 29, 111;
26 U.S.C. 55a, 508 and by section 6103a of the Internal Revenue Code of 1954 68A Stat. 753; 26 U.S.C. 6103a, it is hereby ordered th at any income, ex cess-profits, estate, or gift tax return for the years 1947 to 1959, inclusive, shall, during the Eighty-sixth Congress, be open to inspection by the Senate Comnuttee on Government Operations, or any duly authorized subcommittee thereof, ui connection with its studies of the operation of Government activities at all levels with a view to determining the economy and efficiency of the Govern ment, such inspection to be in accord ance and upon compliance with the rules ana regulations prescribed by the Secreary of the Treasury in Treasury Deci10ns 6132 and 6133, relating to the +w;ctl0H of returns by committees of 1955 ngreSS, approved by me on May 3,

Settlement o f claim.
a Authority. A claim for not more than $1,000 under the regulations of 536.12 to 536.23 may be settled, sub je c t to the appeal to the Secretary of the Army, by:
s 1 The commanding general of an army or comparable command includ ing the Military District of Washing ton, U.S. Army within the United States, its Territories, possessions, and the Commonwealth of Puerto Rico, or his Staff Judge Advocate, or any officer of The Judge-Advocate Generals Corps assigned to a maneuver claims service when designated by the commanding general concerned, subject to such lim itations as the designating commander may prescribe;
2 The commanding officer of any post authorized to appoint. general courts-martial, or his Staff Judge Advo cate subject to such limitation as the commanding general in subparagraph 1 of this paragraph may prescribe.
3 The commanding officer of any other camp, post, station, or unit, desig nated by the Secretary of the Army, within such monetary limits as may be prescribed;
4 Any division engineer, Corps of Engineers, U.S. Army;
5 Any officer of The Judge Advo cate Generals Corps assigned to a dis aster claims field office when designated by a commander listed in subparagraph 1, 2, 3, or 4 of this paragraph.
The authority of such designee to ap prove claims is limited to the monetary limits of the designating commander and such other limitation as that officer may impose;
6 Any foreign claims commission;
or 7 Any officer assigned to the Claims Division, Office of The Judge Advocate General, subject to such limitations as the Chief, Claims Division, may prescribe.
