A PROCLAMATION

WHEREAS under the provisions of section 202 a of the Immigration and Nationality Act, e a c h independent country, self-governing dominion, man dated territory, and territory under the international trusteeship system of the United Nations, other than independent countries of North, Central, and South America, is entitled to be treated as a separate quota area when approved by the Secretary of State; and - WHEREAS under the provisions of section 201 b of the Immigration and Nationality Act, the Secretary of State, the Secretary of Commerce, and the A t torney General, jointly, are required to determine the annual quota of any quota area established pursuant to the provi sions of section 202 a of th said Act, and to report to the Presides le quota of each quota area so determined; and WHEREAS the Federation of Malaya was on August 31, 1957, granted inde pendence by the Government of the United Kingdom within the British Com monwealth of Nations; and WHEREAS the Secretary of State, the Secretary of Commerce, and the Attor ney General have reported to the Presi dent that in accordance with the duty imposed and the authority conferred upon them by section 201 b of the Im
migration and Nationality Act, they jointly have made the determination provided for and" computed under the provisions of section 201 a of the said Act, and have fixed, in accordance there with, an immigration quota for the Fed eration o f Malaya as hereinafter set forth;
NOW, THEREFORE, I, D W IG H T D.
EISENHOWER, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid act of Congress, do hereby proclaim and make known that the an
