P anama Canal T oll R ates BY THE PRESIDENT OF THE UNITED STATES OF
AMERICA
A PROCLAMATION

WHEREAS section 411 of title 2 of the Canal Zone Code, approved June 19,1934, authorizes the President to prescribe and from time to time change the tolls that shall be levied by the Government of the United States for the use of the Panama Canal, and provides that no tolls when so prescribed shall be changed unless six months notice thereof is given by the President by proclamation; and WHEREAS section 412 of title 2 of the said Code, as amended by the act of August 24, 1937, 50 Stat. 790 48 U. S. C.
1315, provides, in part, that the tonnage on which tolls shall be based shall be de termined in accordance with the Rules for the Measurement of Vessels for the Panama Canal prescribed by the Presi dent, and fixes maximum and minimum rates of toll; and WHEREAS it appears that the tolls prescribed by Proclamation No. 2247 of August 25, 1937, as amended by Procla mation No. 2249 of August 31, 1937, and now in effect should be increased and should be as hereinafter prescribed:
NOW, THEREFORE, I, HARRY S.
TRUMAN, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid section 411 of title 2 of the Canal Zone Code, approved June 19,1934, do hereby prescribe and proclaim the following rates of toll to be paid by ves sels using the Panama Canal:
1. On merchant vessels, army and navy transports, colliers, hospitals, ships, sup ply ships, and yachts, when carrying pas sengers or cargo, one dollar $1.00 per net vessel-ton of 100 cubic feet each of actual earning capacitythat is, the net tonnage determined in accordance with the Rules for the Measurement of Ves sels for the Panama Canal.
2. On vessels in ballast without pas sengers or cargo, eighty 80 cents per net vessel-ton.
3. On other floating craft, including warships other than transports, colliers, hospital ships, and supply ships, fifty-five 55 cents per ton of displacement.

This proclamation shall become effec tive on October 1,1948,and on that date shall supersede the said Proclamation No.
2247 of August 25, 1937, as amended by the said Proclamation No. 2249 of August 31 1937.

WHEREAS section 12 i of the joint resolution of Congress approved Novem ber 4, 1939, provides in part as follows 54 Stat. 11; 22 U. S. C. 452 i:
The President is hereby authorized to pro claim upon recommendation of the National Munitions Control Board from time to time a list of articles which shall be consid ered arms, ammunition, .nd implements of war for the purposes of this section

NOW, THEREFORE, I, HARRY S.
TRUMAN, President of the United States of America, acting under and by virtue of the authority conferred upon me by the said joint resolution of Congress, and pursuant to the recommendation of the National Munitions Control Board, and in the interest of the foreign-affairs functions of the United States, hereby declare and proclaim that the articles listed below shall, on and after April 15, 1948, be considered arms, ammunition, and implements of war for the purposes of section 12 of the said joint resolution of Congress!
