UNITED STATES STANDARDS FOR CITRUS
FRUITS
Notices of proposed rule making were published in the F ederal R egister is sues of July 3, 1947 12 F. R. 4351 and August 13, 1947 12 F. R. 5487 regard ing further amendments to the United States Standards for Citrus Fruits 7
CFR 1946 Supp., 51.191 et seq.; 12 F. R.
1. After consideration of all relevant matters, including the written data, views and arguments presented pursu ant to such notices, it is hereby found and determined that the proposals pub lished in the aforementioned notices should be adopted, and it is so ordered.
The amendments provide additional measurements for the internal quality of citrus fruits and will, in general, im prove the quality of. fruit graded in ac cordance with the standards. For pur poses of clarity and convenient refer ence, the existing Standards for Citrus Fruits, as further amended by the pro posals now being, adopted, are set forth in their entirety below.
Compliance with the 30-day effective date requirement of the Administrative Procedure A ct.60 Stat. 237 is imprac ticable, unnecessary and contrary to the public interest in that the packing season for citrus fruits will commence during the month of September, and it is in the public interest thdt the standards, s hereby amended, be in effect at the commencement of the packing season.
It is hereby ordered that éfféctive ten days after publication of this document in the F ederal R e g ist e r the United States Standards for Citrus Fruits shall be as follows:

51.191 Citrus fruits a General.
1 These standards apply only to the common or sweet orange group, grape fruit, and varieties belonging to the Mandarin Group, excepttangerines.
These standards do not apply to tanger ines or to California and Arizona citrus fruits for which separate U. S. Standards are issued.
2 The tolerances for the standards are on a container basis. However, in dividual packages in any lot may vary from the specified tolerances as stated below: Provided, The averages for the entire lot, based on sample inspection, are within the tolerances specified.
3 For a tolerance of 10 percent or more, individual packages in any lot may contain not more than one and one-half times the tolerance specified, except that when the package contains 15 specimens or less, individual packages may contain not more than double the tolerance specified.
4 For a tolerance of less than 10
