War Food Order No. 54-5 11 F.R.
7400 is hereby amended as follows:
1. By deleting from 1401.214 b the term 40 percent, wherever it appears therein, and by inserting in lieu thereof the term zero percent.
2. By adding at the end of 1401.214
b the following additional sentence:
The quantity of spray dried skim milk set aside by each producer during July 1946 in excess of a quantity equivalent to 30 percent of the particular persons total production of spray dried skim milk during that month is released from any and all restrictions; and the quantity of roller dried skim milk set aside by each producer during July 1146 in excess of a quantity equivalent tc 30 percent of the particular persons total production of roller dried skim milk during that month is released from any and all restrictions.
The provisions of this amendment shall become effective at 12:01 a. m.
e. s. t. August 1, 1946. With respect to violations, rights accrued, liabilities in curred, or appeals taken under said War Food Order No. 54-5 prior to the effective time of the provisions of this amendment, the provisions of said War Food Order No. 54-5 ineffect prior to the effective time of the provisions of this amendment shall be deemed to continue in full force and effect for the purpose of sustaining any proper suit, action or other proceed ing with regard to any such violation, right, liability or appeal.
