APPOINTMENT OF MEMBERS OF TRIPARTITE
COMMITTEES

The following section has been added to the rules of organization of the Na tional War Labor Board:
801.13 Appointment of members of tripartite committees. The term of office of all per diem public, industry, and labor representatives of Board agents, and of the Appeals, Review, Post Directive, and other tripartite commit tees of the National War Labor Board shall be one year, unless terminated at an earlier date by the Board. The term of office of all present per diem members shall expire on August 31, 1944.

FUNCTIONS OF JOINT COMMITTEES

Section 802.9 has been amended to read as follows:
802.9 Functions of Joint Committee See 801.10. a It shall be the duty of this Committee, prior to any decision thereon, to review and to make recom mendations to the Board for the disposi tion of all applications and dispute cases arising out of a request for a wage or salary adjustment to Compensate em ployees for a loss in earnings caused by the operation of Executive Order 9240, as amended. All such cases shall be de cided by th e Board. Applications for the approval of voluntary adjustments of this type shall be forwarded by the Board agent by which they are received to the Joint Committee, after the neces sary information in connection therewith has been obtained. When such an issue is involved in a dispute case pending be fore an agent of the Board, the entire file in the case shall, after receipt of the panel or hearing officers report, and the com ments of the parties, be forwarded by the Agent to the Joint Committee, which shall present the issue to the Board, with its recommendation, for disposition.
When involved in cases pending before the Board, such issue shall be submitted to the Joint Committee for a recommen dation prior to final disposition thereof by the Board. Action by the Board or its agent on other issues in the case need not, in the discretion of the Board or its agent, be withheld pending action on this issue.
