Agricultural Conservation Program in Alaska, Hawaii, and Puerto Rico here inafter referred to as the 1942 program in accordance with the provisions of this bulletin and such modifications thereof as may hereafter be made.

That if the total allowance calculated under this paragraph is less than $15.00
for any farm, the allowance for that farm shall be increased to $15.00 if the increase is earned through the performance of forestation practices: And provided further, That in n o case shall the allow ance for any farm be less than $5.00.
