A PROCLAMATION
WHEREAS in 1930 the Governing Board of the Pan American Union rec ommended that April 14 be designated as Pan American Day in all the American Republics, and that it be established as a commemorative symbol of the sover eignty of the American nations and the voluntary union of all in one continental community; and WHEREAS during the past ten years Pan American Day has been annually ob served and has increased in significance through its emphasis on the spirit of peace, friendship, and cooperation unit ing the nations of the American Conti nent; and WHEREAS in 1940 Pan American Day will be especially important because it will mark the Fiftieth Anniversary of the founding of the Pan American Union, the international organization of the twentyone American Republics, which was es tablished in accordance with a resolution adopted on April 14, 1890, by the First International Conference o f American states and which, during the last half century, has constantly fostered the de velopment of closer economic, cultural, and juridical relations between the na tions of the Western Hemisphere; and WHEREAS it is most appropriate that the people of the United States should commemorate this significant occasion and thereby testify to the close bonds of friendship that unite the Government and people of the United States with those of the other republics of the American Continent;
NOW, THEREFORE, I, F R A N K LIN D.
ROOSEVELT, President of the United States of America, do hereby order that on April 14, 1940, the flag of the United States be displayed on all Government

civic associations, and the people of the United States generally to observe with Proclamation:
