of 13 September 2023
establishing a framework of measures for strengthening Europes semiconductor ecosystem and amending Regulation EU 2021/694 Chips Act Text with EEA relevance
THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 1733 and Article 114
thereof, Having regard to the proposal from the European Commission, After transmission of the draft legislative act to the national parliaments, Having regard to the opinion of the European Economic and Social Committee 1, Having regard to the opinion of the Committee of the Regions 2, Acting in accordance with the ordinary legislative procedure 3, Whereas:

Semiconductors are at the core of any digital device and the Unions digital transition: from smartphones and cars, through critical applications and infrastructures in health, energy, communications and automation to most other industry sectors. As semiconductors are central to the digital economy, they are powerful enablers for the sustainability and green transition, contributing thus to the objectives of the Commission communication of 11 December 2019 on The European Green Deal. While semiconductors are essential to the functioning of todays economy and society as well as defence and security, the Union has witnessed unprecedented disruptions in their supply, the consequences of which are significant. The current disruptions have exposed long-lasting vulnerabilities in this respect, in particular a strong third-country dependency in manufacturing and design of chips. Member States are primarily responsible for maintaining a strong industrial, competitive, sustainable base in the Union promoting innovation across a full range of chips.

A framework for increasing the Unions resilience in the field of semiconductor technologies should be established, reinforcing the Unions semiconductor ecosystem by reducing dependencies, enhancing digital sovereignty, stimulating investment, strengthening the capabilities, security, adaptability and resilience of the Unions semiconductor supply chain, and increasing cooperation among the Member States, the Commission and international strategic partners.
