GUIDE TO THE COUNCIL OF THE EUROPEAN COMMUNITIES

The Council is at the heart of the Community deliberative process .
This guide gives an outline of its structure , its powers and its method of functioning. Updated twice yearly, it provides readers with a list of the Representatives of the Governments of the Member States who regularly take part in Council meetings , a list of the members of the Per manent Representatives Committee , an organigram of the Permanent Representation of each Member State , and the structure of the General Secretariat of the Council . It also contains use
ful information on the Committees working within the Council , the joint Association and Cooperation Councils , the ACP-EEC Council of Ministers and the Representations of the ACP States to the Community.
