The standard instrument approach procedures appearing hereinafter are adopted to become effective when indi cated in order to promote safety. Com pliance with the notice, procedures, and effective date provisions of section 4
of the Administrative Procedure Act would be impracticable and contrary to the public interest, and therefore is not required.
N o te : Where the general classification L/MFR, ADF, VOR, TerVOR, VOR/DME, ILS, or RADAR, location, and procedure number if any of any procedure in the amendments which follow, are identical with an existing procedure, that procedure is to be substituted for the existing one, as of the effective date given, to the extent that it differs from the existing procedure; where a procedure is cancelled, the existing procedure is revoked; new procedures are to be placed in appropriate alphabetical sequence within the section amended.
