By virtueof the authority vested in me by section 2 of the Civil Service Act of January 16, 1883 22 Stat. 403, 404, I
hereby authorize the career-conditional appointment of William K. Harris to a competitive position in the Department of the Navy without compliance with the competitive provisions of the Civil Serv ice Act and Rules.
This order is recommended by the Sec retary of the Navy.
