LIMITATION OF HANDLING
Findings. 1. Pursuant to the m ar keting agreement and Order No. 22, as amended 7 CFR Part 922, regulating the handling of Valencia oranges grown in Arizona and designated part of Cali fornia, effective under the applicable pro visions of the Agricultural Marketing Agreement Act of 1937, as amended 7
U. S. C. 601 et seq.; 68 Stat. 906, 1047, and upon the basis of the recommenda tions and information submitted by the Valencia Orange Administrative Com mittee, established under the said m ar keting agreement and order, as amended, and upon other available information, it is hereby found that the limitation of handling of such Valencia oranges, as hereinafter provided, will tend to effecthe declared policy of /the act by tending to establish and maintain such orderly marketing conditions for such oranges as will provide, in the interests of producers and consumers, an orderly how of the supply thereof to market throughout the normal marketing season 0 avoid unreasonable fluctuations in supplies and prices, and is not for the " pose of maintaining prices to farmers ,/ve the level which it is declared to be the policy of Congress to establish under the act..
