2.205 Selection from certificates a Order of selection. A n appointing officer shall, with sole reference to m erit and fitness, make selection fo r the first vacancy from the highest three 3
eligibles available fo r appointm ent on the certificate. For the second vacancy, he shall make selection from the three 3 highest unselected and available eligibles on the certificate. Each suc ceeding vacancy shall be filled in like manner. An appointing officer shall not be required to consider any eligible 1
who has been considered by him fo r three 3 separate appointments from the same or different certificates fo r the same position, or 2 to whose certifica tion for the particular position he makes jm objection that is sustained by the commission for any of the reasons ted in 2.106 or fo r other reasons considered by the Commission to be qualifying for the particular position, ue Commission m ay also sustain an objection to certification o f an other s qualified eligible fo r a n overseas wsition on the basis of special overseas selection factors.
