F. R. 2526 regulating the handling of limes grown in Florida, effective under the applicable provisions of the Agricul tural Marketing Agreement Act of 1937, as amended 7 U. S. C. 601 et seq.; 68
Stat. 906, 1047, and upon the basis of the recommendations of the Florida lame Administrative Committee, estab lished under the aforesaid amended marketing agreement and order, and upon other available information, it is hereby found that the limitation of handling of limes, as hereinafter pro vided, will tend to effectuate the declared policy of the act.
2 It is hereby further found that it is impracticable and contrary to the public interest to give preliminary notice, engage in public rule making proce dure, and postpone the effective date of this regulation until 30 days after publication thereof in the F ed er al R egister 60 Stat. 237; 5 U. S. C. 1001
et seq. in that as hereinafter set forth, the time intervening between the date when information upon which this regulation is based became avail able and the time when this regula tion must become effective in oder to effectuate the declared policy of the act is insufficient; a reasonable time is per mitted, under the circumstances, for preparation for such effective time; and good cause exists for making the provi sions hereof effective not later than May 1, 1957.
Shipments of designated varieties of Florida limes are currently regulated pursuant to Lime Order 3, as amended, and are subject to the same quality regulation as herein provided;
Lime Order 3, as amended, is scheduled to terminate effective at 12:01 a. m., st.. May 1, 1957; the Florida Lime Administrative Committee met on April . 1957, at which time consideration was
