Pursuant to the provisions of sections 1 and 3 of the act of March 3, 1905, as amended 21 U. S. C. 123, 1 2 5 , sections 1 and 2 of the act of February 2, 1903, as amended 21 U. S. C. 111-113, 1 2 0 , and section 7 of the act of May 29, 1884, as amended 21 U. S. C. 117, 76.27, as amended, Subpart B, Part 76, Title 9, of Federal Regulations 21 F. R. 3, 17, 786, 1165, 1461, which contains a notice with respect to the States in which swine are affected with vesicular exan

Effective date. The foregoing amend ment shall become effective upon issu ance.
The amendment excludes certain areas in Massachusetts and New Jersey from the areas heretofore quarantined because of vesicular exanthema. Here after, the restrictions pertaining to the interstate movement of swine, and car casses, parts and offal of swine, from or through quarantined areas, contained in 9 CFR, 1954 Supp., P art 76, Subpart B, as amended, will not apply to such areas. However, the restrictions per taining to such movement from nonquarantined areas, contained in said Subpart B, as amended, will apply thereto.
The amendment relieves certain re strictions presently imposed, and must be made effective immediately to be of maximum benefit to persons subject to the restrictions which are relieved. Ac cordingly, under section 4 of the Ad ministrative Procedure Act 5 U. S. C.
1003, it is found upon good cause th at notice and other public procedure with respect to the amendment are imprac ticable and contrary to the public in terest, and the amendment may be made Continued on next page
