Any interested person desiring the Commission to hold a hearing upon such application shall request the Commis sion in writing so to do within 15 days from the date of this notice. As provided by the general rules of practice of the Commission, Rule 73, persons other than applicants should fairly disclose their in terest, and the position they intend to take at the hearing with respect to the application. Otherwise the Commission, in its discretion, may proceed to investi gate and determine the matters involved in such application without further or formal hearing. If because of an emer gency a grant of temporary relief is found to be necessary before the expira tion of the 15-day period, a hearing, upon a request filed within that period, may be held subsequently.
